Environmental Foundations: foundations of bushfire and native vegetation

Two half day sessions run over the course of one day providing planners and referral authorities with a fundamental understanding of Bushfire and Native Vegetation.

Session 1 Learning Outcomes: Bushfire Foundations

  • Understanding the planning policy framework, including State policy at clause 13.02, the Bushfire Management Overlay (BMO) and relevant exemptions for vegetation removal.
  • Bushfire behaviour for planners, including vegetation classification and basic fire behaviour.
  • How to prepare or assess an application in the BMO (e.g. bushfire hazard landscape assessment, bushfire hazard site assessment and bushfire management statements).
  • How to consider bushfire policy for strategic planning proposals.
  • Understanding interaction between bushfire policy and related policy considerations (e.g. native vegetation objectives and various exemptions).

Session 2 Learning Outcomes: Native Vegetation Foundations

  • Planning policy framework for native vegetation, including the objectives at clause 12.01 and the Guidelines for the removal, destruction and lopping of native vegetation (DELWP, 2017).
  • Understanding assessment pathways and application requirements at clause 52.17, clause 52.16 and relevant exemptions.
  • Integrating native considerations into the permit application processes, including interaction with other requirements such as the Bushfire Management Overlay (BMO) or Environmental Significance Overlay (ESO).
  • How to consider native vegetation policy for strategic planning proposals.
